Le tournant de 1863 pour la diplomatie napoléonienne

RésuméAbstract

Whilst historians have generally considered 1856 as the zenith of the power of Napoleonic diplomacy, 1863 is thought to mark the beginning of the « external complications » which Napoléon III faced on the continent (the mixed results of the Italian campaign and the Polish crisis), not to mention the collapse of the Mexican adventure. And it is hard not to be struck by the contrast between the pomp of the Congress of 1856, where a brand new Quai d’Orsay was the forum for the great and the good of Europe, and the «dinner at the Tuileries» which the same powers snubbed in the autumn of 1863. The article here evaluates this turning point by analysing the infamous return of the «nationalities» and the «opportunity for power» which the Polish crisis of 1863 offered to French imperial diplomats.
