La politique de la Forêt sous le Consulat et l'Empire. L'exemple du département de la Meurthe.

RésuméAbstract

The law of 16 Nivôse, An IX (6 January, 1801), driven by First Consul Bonaparte, established the “Administration générale des forêts” or General Administrative Body for Forests. It succeeded the “Conservation Générale des forêts” or General Conservation Body for Forests, founded by the decrees of 15-29 September, 1791, and whose implementation was suspended on 14 January, 1792, when defence of the Republic rather than establishment of forestry regulations was more the priority. The First Consul needed efficient, coherent and structured forest administration in order to derive regular revenue for State coffers. In this article, the author proposes a study of the Consulate and First Empire forestry policy taking particular account of the judicial rules created and the application of those rules by the first employees of the new administration: the five “Administrateurs généraux de forêts”.
